So let's say I draw an object in Adobe Illustrator that is 15mm tall and 40mm wide then save it was a SVG
When I import it into Tinkercad it is more than double the correct size which make Tinkercad useless.
How do I fix this problem?

I did some investigation...BitsnBolts solution still stands.
Its not a bug in the importer...Illustrator exports SVG in points, so this is what Tinkercad is reading. If you open the SVG from Illustrator in a text editor, you'll see the same numbers that Tinkercad is reading.
Aas BitsnBolts mentions, if you know the bounds of your art board or art, you can choose that option on Tinkercad import and enter one of the known dimensions.

Yes this is likely some sort of bug in our importer.
Luckily, in the import dialog you can see what the size is and override the scale inputs. In this case during import, you would tick the Art toggle to upload only the art, not the artboard and then in the x/y size fields below that input the correct for at least one of the fields. The other field should closely correspond to correct proportions.
Press Import button and you should have the correct shape in the editor.
