Every time I export a file as an STL it changes to units of the file from mm to inches. So when I pull file up in printer it is way to big.

.stl as a file format doesn't carry information about specific measure increments. It carries unit information for scale, but it doesn't know if it is either inches, mm, or even miles.
The issue is more of a preset with your slicer. When loading the file your slicer is making a decision which measure type is the default.
Please look in your printer software to reset these settings.
Our models always export with millimeter units. If you are working in inches, the model will export at the same size, but in millimeter units. So importing your design somewhere else, you can specify it is in millimeters.
